Owen Seely (he\/him) is a User Experience Researcher and Designer with the United States Digital Service, an elite organization of technologists providing technical support, talent, and expertise to high-impact programs across the federal government. Owen is currently working on modernizing service delivery for Unemployment Insurance with the Department of Labor. Owen\u2019s tenure includes 20 years of applying human-centered design principles and user advocacy. Previously he was a Design Leader at the Defense Digital Service and at a Navy Research and Development Center where he helped establish human-centered design best practices, policies, and standards across the community. Owen holds a M.E. in Systems Engineering with a focus in Human-Computer Interaction from the University of Virginia and a B.S. in Physics from Hampden-Sydney College.
